How do I get email addresses of the people of a particular city ?
Because that information is not tracked, people would have to sign into a database that would allow others to locate them based on surname or demographics. Most people don't volunteer for spam, so you'll be hard pressed to find anything like that. What you could potentially do is have Google ads help you out with their many features. I would check that out, and it's really not that expensive.

I made friends from china, ecuador, philipines, America, Japan,... U can also search for particular cities or look in groups for people withe the same hobbies.
