How do you tell people per email about something they can benefit from without them thinking it's spam?

I want to sent emails to businesses and individuals advertising a Benefit Plan that can save them money. What do I put in the subject line, so they don't think it's spam?

No matter what you say, people will think its SPAM.
Reply:It IS spam.

They didn't ask for the contact, and you're trying to sell them something.

Your sales pitch will get much more respect if you do a paper mailing, or call. Even a postcard referring them to a website will get a better response.
Reply:Attention .....(the person's name that you are e-mailing, not just the business name)........... this is not spam

It might work.
